Not that I know of. Maybe other forum members know of some, but I think if they existed they would have been posted here by now.
The only fan translations that we have are for the x68 and NES games, and if anything those actually support the official English translations on the Genesis and PCE. Judging by that, I would say that the English versions of the games tell the story faithfully enough to give a good idea of what’s going on. It’s really a shame though that no one has taken on Valis IV yet.

From my perspective, the PCE versions are the best except for Valis 1, which is better on the Genesis (due to having less linear gameplay). As I said, the x68 version of Valis II got a fan translation into English, and it’s probably the only other version worth checking out. It's basically the same as the PC-88 and 98 versions so you can kill two birds with one stone by playing it.
The NES version has a patch called Valis++ that not only translates the game, but also makes the difficulty more reasonable and fixes some issues. If you google it you should find it easily. That might be worth trying if you’re curious.
I played the MSX version of Valis 1 for a bit and found it interesting, but ultimately gave up on it. Most of the oldest games haven’t aged well, so they take a lot of getting used to.
The cellphone games are of course not even available to those of us living outside of Japan, so I don’t know about those.
The SNES version of Valis IV (Super Valis IV) is inferior to the PCE version, but it’s worth playing for its awesome soundtrack, which is the only thing it really does better than the PCE version. It’s possibly my all-time favorite Valis soundtrack.
